Make url-gateway-broken-resolution obsolete

* lisp/url/url-gw.el (url-gateway-broken-resolution)
(url-gateway-nslookup-program, url-gateway-nslookup-host): Make obsolete.
* doc/misc/url.texi (Broken hostname resolution): Delete commented
out section.
